Security - Objectives

"Security is a combination of measures and human and material resources intended to safeguard international civil aviation against acts of unlawful interference."

Each contracting state shall establish an organization, develop plans and implement procedures, which together provide a standardized level of security for the operation of international flights.

- Operational aspects

The contracting states will ensure that an aircraft affected by an unlawful act, which has landed in their territory, would be retained, unless its departure is justified to protect lives.

An isolated aircraft parking position has to be designed, at least 100m from other parking positions.

A State shall provide assistance to an aircraft subjected to an act of unlawful seizure. This assistance includes provision of navigation aids, air traffic services and permission to land

The pilot in command and the aircraft operator are to be informed by each contracting state when a certain person (for example subject to judicial or administrative proceedings) are going to travel.

When members of the state allows police officers, security staff, etc to carry weapons:

- Prior notification by the state of embarcation to the foreign state in which the weapons will be carried

- Notification of the pilot in command of a decision to permit a weapon to be carried on board his aircraft

Security Checks

When a passenger that went through security checks comes into contact with someone who didn’t, then both the passengers and their hand baggage need to be re- screened before boarding the aircraft.

Hijack must be notified by the State of landing to;

- the State of the Operator
- the State of Registration
- ICAO.

An aircraft which is being subjected to unlawful interference ("hijacked") and is forced to divert from the cleared track or cruising level without being able to communicate with ATS shall try to continue at an altitude that differs from the semicircular rule with 1.000 feet
when above FL290 and 500 feet when lower than FL290.


Whenever unlawful interference with an aircraft is suspected, and where automatic distinct display of SSR mode A code 7500 and 7700 is not provided, the radar controller shall attempt to verify his suspicion by setting SSR decoder to mode A code 7500 and then to 7700.
